Committee on Fuel Poverty Annual Report

On 17 October 2017, the Committee on Fuel Poverty (CFP) published its second annual report.

The report estimates that £15.4 billion of funding will be required to install the necessary energy efficiency measures to ensure that the government’s fuel poverty target and milestones can be met, but that, even with significantly better targeting, only £1.0 billion of funds could be made available up to when the ECO programme ends in September 2022. The report recommends closing the resultant £14.4 billion funding gap by:
  • Extending the current ECO programme through to 2030 and focusing it on achieving the fuel poverty strategy
  • Ensuring that the Energy Efficiency (Private Rented Property England and Wales) Regulations 2015 will be effective by requiring landlords to fund energy efficiency improvements up to a cost cap of £5,000 for each property
  • Placing an obligation on landlords of rented properties to upgrade the energy efficiency levels of their properties in line with the 2025 milestone and 2030 fuel poverty target
  • Investigating other sources of funding to secure the remaining balance of £4.2 billion
