The National Chair of the Association of Local Energy Officers, John Kolm-Murray, has written to the Prime Minister and the leaders of political parties represented in the Houses of Parliament and Welsh Assembly making the case for a recognised and enhanced role for local authorities in delivering national fuel poverty and energy efficiency targets.

The letter:

• Calls for a revival and rejuvenation of the Home Energy Conservation Act, a pivotal piece of legislation for our sector but one that has declined in significance since it was passed over two decades ago
• Suggests improvements in the Energy Company Obligation
• Challenges the ambition of the fuel poverty strategy for England but outlines the role of local authorities in helping to deliver on the targets
• Calls for politicians at all levels to take the lead in bringing together housing and health
• Cautions against any watering down of the private rented sector energy efficiency standard regulations
• Outlines the urgent need for an energy efficiency programme that works for able to pay households
