1. ALEO London welcomes the Mayor’s focus on fuel poverty and the plans to spend £10m over 4 years. Clearly there is more detail to come on how this money is to be spent and ALEO London is keen to work with the GLA to try and make the most of this opportunity.

2. Any new resources should be delivered in ways that encourage more action in areas of London where there is less capacity.

3. There is no reference to planning, particularly in relation to solid wall insulation. There is more the GLA could do on this.

4. ALEO London supports the aim that more of the Energy Company Obligation is spent in London and we are keen to work with the Mayor and the GLA to make this happen.

5. There should be an assessment of how the current arrangements for ECO Flexible Eligibility are working before changes are sought, particularly if this reduces flexibility.

6. Proposals to develop guidance on PRS enforcement and carbon offset funds are welcomed. ALEO London hopes that development of this guidance will involve boroughs, and that good practice recognises the different circumstances boroughs are operating in. One-size-fits-all solutions are unlikely to work across London.

7.ALEO London and London boroughs are keen to work collaboratively with the Mayor and the GLA in putting the Action Plan into practice. ALEO London volunteers to be represented on the planned Fuel Poverty Partnership.

While we recognise that not every Council has capacity to resource additional action on fuel poverty, every borough has households that next winter will struggle to heat their home. Without a Statement of Intent, local residents will be ineligible for this element of funding. We also used the letter to encourage collaboration between boroughs, especially where resources are already stretched.

Our members have fedback that the letter is having an impact and we are currently surveying members to find out how many SOI have been published. If you would like to update us on the progress of your SOI please email the ALEO London Secretariat at rachael.mills@se-2.co.uk.

Details of any current projects (at May2017):

RBKC / LBHF – continuing with the Healthier Homes project which gathers referrals and offers grants based on fuel poverty. In process of developing an SOI.

Enfield – we’re involved with the Agility Eco LEAP project. We’re carrying out in-house training for housing colleagues to promote the scheme. We expect referrals to be naturally generated that way. We’re also looking at GSHPs on social housing, a large scale PV scheme, and uses for our carbon offset fund.

Islington – SHINE has received 1000 referrals from 30 Boroughs over five months; we are hoping to continue the London-wide service til at least March 2018. Bunhill Phase 2 work has begun – this will expand our heat network using waste heat from the Northern Line. We are also carrying out a feasibility study into using waste heat from Regents Canal. We’re procuring high rise EWI for 3-4 blocks and looking at using our carbon offset fund for medium rise EWI. We’re also now looking at community energy and considering how we could use our carbon offset fund to support community energy schemes in the Borough.

Croydon – we have completed our pilot fuel poverty project, with 213 home visits. We’re awaiting the report so we can shape the next steps. We have a very flexible approach to section 106 money, which should enable future projects. We are also looking at able-to-pay options with Wandsworth, Sutton and Kingston.

Hounslow – we have a large social housing retrofit project under way, and we will soon be re-procuring our Better Homes, Better Health scheme. We are doing an SOI but we have lots of questions about how we pick suppliers without going through procurement.

Lambeth – we have done our HECA return, and we are considering partnering with SHINE. We have a Future Capital programme for our own stock, which makes strong links between energy efficiency and health. There is a strong community energy base in Brixton.

Kingston – we are working out what to do with our carbon offset fund. Kingston Voluntary Action are setting up a fund for fuel poverty, based on donations. Groups will be able to bid into it to do projects. We are also getting our SOI in place.

Watford – we are working with all of the Hertfordshire authorities and tendering for a county-wide scheme for this year’s ECO. We will also be tendering for a managing agent.

Haringey – we have been doing work on our referral network, and carrying out research with Durham University into the role of community organisations in supporting people through the referral process. We are looking at the private rented sector, and at how we use our carbon offset funds.

Lewisham – we are carrying out a feasibility study on further district heating around SELCHP, looking at our carbon offset fund, and working with South East London Community Energy on ECO Flex.

- Resources continue to be under pressure (as demonstrated by ALEO London member survey)

- Procurement and data protection seen as potential barriers to setting up new approaches to ECO flex

To date the scheme has benefited hundreds of Londoners with an average energy bill reduction of around £150 per participating household, among other benefits such as ‎improved air quality and a reduced risk of carbon monoxide poisoning.

A sub-regional meeting was held on 18 October. There were 25 attendees. The agenda included:
•London Members survey
•Public health evaluation (with a presentation from Camden and Islington Public Health)
•Smart meters (with presentations from Smart Energy GB and Thames Water)

Details of any current projects:

Groundwork’s redress-funded WARMTH scheme is delivering 2,600 home visits in 2016 across 11 local authority areas: Camden; Ealing; Greenwich; Hammersmith and Fulham; Haringey; Hounslow; Kensington & Chelsea; Lewisham; Sutton; Tower Hamlets; Waltham Forest.

Waltham Forest are developing a heat network for a large regeneration site, and currently at the stage of approving design and looking at metering and billing.
Islington have just launched our carbon offset fund, which takes money from developers and invests it in high rise EWI, our Warmth on Prescription programme and our district heating programmes.

Ealing are evaluating our fuel poverty project with a view to re-tendering early next year. We are working with British Gas on HHCRO and would welcome feedback from other local authorities on their experience of the same.
Harrow’s Warm Homes Healthy People is funded by Public Health until March 2017 although a restructure has now cut the officer resource leading the project.
Lambeth are awaiting the outcome of the ECO consultation so that we can put a new fuel poverty strategy in place.

Kensington and Chelsea’s Healthier Homes fuel poverty scheme is running again this winter.

Lewisham has funding from Smart Energy GB towards outreach on smart meters. Lewisham is also carrying out an Eaga-funded research project with SE2 looking at the cost effectiveness of referral routes.

Camden’s energy efficiency programmes include our ongoing insulation programme of council stock properties, cross tenure Well and Warm home visit service, energy efficiency grants for low income private sector residents and also our Green Camden Helpline and WISH+ health and wellbeing referral hub. Camden are also carrying out additional comms in our designated ‘warm home zones’ - areas which have high levels of poor health, inefficient housing and low income using IMD, (anonymised) Housing Benefit and EPC data.

Members of the London ALEO committee are following up with the Greater London Authority following their announcement of a new Fuel Poverty Strategy for London.

Our AGM will take place on 22nd April in Camden. A number of constitutional changes are proposed, including changing the name from the London HECA Forum to ALEO London.

Details of any current projects:

The Greater London Authority in February launched a boiler scrappage scheme, where households (those of owner-occupiers or accredited private landlords) containing older, inefficient boilers can apply for £400 cashback to replace them. Applicants can use any Gas Safe Registered installer. Information on uptake is not yet available.

Enfield Council delivered an innovative Ground Source Heat Pump (GSHP) design in 4 identical, system-built tower blocks, combining a communal deep loop attached to individual heat pumps in each flat. In April they were awarded a Greater London Regional Energy Efficiency & Retrofit Award.

62 bore holes were dug to extract solar energy stored underground pumping this up to individual heat pumps in each property in the tower block. External wall insulation and new windows have also been installed to maximise the energy efficiency of these blocks.

This will reduce heating cost by more than 50% which will help lift resident out of fuel poverty and improve their wellbeing. Typical saving per flat are estimated at over £500 per annum. A number of the properties are being monitored by the BRE through an innovation project, URBANEER, sponsored by DECC, to assess energy usage pre, mid and post installation of measures. Output from this project will be invaluable to accurately model energy usage and inform design of future refurbishment projects. The heat pumps will also be connected to the internet for live monitoring of any faults and energy efficiency, this means we are able to remotely optimise the system performance. They aim to make this project replicable and fundable in 2016 and 2017 to carry out further retrofitting in eligible properties.

This retrofit project will have a dramatic impact on the RdSAP rating of the blocks. The average rating prior to retrofit was band G, they anticipate that upon completion all properties will achieve a band C.

Islington Council’s Seasonal Health & Affordable Warmth Team (and London committee member Toby Morgan in particular) were featured on the BBC Panorama programme, ‘Too Poor to Stay Warm’, aired on 21st March.

Islington Council and the Greater London Authority are working together to explore overheating risk related to poorly-designed district heating schemes.

Elections to the post of London Mayor and to the London Assembly will take place on 5th May. The leading candidates have both made a number of commitments on energy, including establishing a public energy supplier. The London HECA Forum has drafted a letter to Mayoral candidates for the five main parties (Labour, Conservatives, Greens, Liberal Democrats, UKIP) with a number of requests around fuel poverty and domestic sustainable energy.
