Details of any meetings held and/or forthcoming:

The last meeting was held on 5 April at Hucknall, when Karen Lond stepped down as Chair. The next regional meeting is being scheduled for the autumn - Friday 15 September. The meeting is likely to be held at City Hall, in Leicester.

The region is now being sponsored by A&M Energy Solutions.

Details of any other events held and/or forthcoming:

There was a NEA fuel poverty forum on 14 July, where Ellipse Energy talked about the statement of intent and flexible eligibility. It was well attended by LAs from the region and was promoted by ALEO East Midlands too.

There is also the NEA annual conference in Nottingham in September.

Details of any current projects:

We have tried to collate a list of HECA reports submitted from the region. So far 24 reports have been submitted out of 34 reporting LAs. This is 10 down compared to 2015.

We have received a letter from BEIS acknowledging our response to the Bonfield review.

Any other comments, e.g. issues or barriers:

We are still waiting for a new chair for the region.

So far this year, two East Midlands ALEO meetings have been held. The first was on Wednesday 18 January (update already provided by KL) and the second was held on Wednesday 5 April. Both meetings were held in Hucknall, Nottinghamshire and both were sponsored by E.ON.

At the April meeting, there were 17 attendees from across the region. The speakers were:
[*]Chairs update – developments from ALEO national
[*]E.ON – open discussion around Help to Heat
[*]Community Energy – community energy projects in the EM
[*]NEA – policy update

The April meeting was also the AGM. Karen Lond, who has been our Chair and an active member of the network for years announced that West Lindsey have deleted her post. She will be leaving West Lindsey at the end of the week. The meeting thanked KL for her years of service and dedication.

Darsh is Acting Chair until elections will be held later on in the year.

Most East Midlands authorities reported that they will be submitting a HECA report. Lincolnshire has a common template and Notts/Derbyshire will also be using a common template. Many report are expected to be submitted after the 31 March deadline but BEIS seem happy with this.

The NEA annual conference will be held in Nottingham this September.

Details of any current projects:

The Home Energy Lincs Partnership is still going strong, and helping with the Affordable Warmth Strategy. They have recruited a fuel poverty co-ordinator for the county. Community Lincs has received £30,000 from Scottish power to continue with their work around the county. A new save and warm project has recently been launched.

Leicester City Council is looking to a launch an energy white label with Leicestershire County Council in the summer. The Health Through Warmth project run by Leicester City Council is about to go countywide. Leicester City Council is also working with E.ON on external wall insulation in the city. There is a battery storage project being launched in the city for the car parks.

Any other comments, e.g. issues or barriers:

There is no news from government around the flexible eligibility.

LAs are disappointed that LAs are not able to directly access redress funding.

LAs are disappointed at the HECA and the fact that there is no resource for it and there is no enforcement power associated with it.

We are pleased to announce that, as of 17 April 2017, East Midlands ALEO will be sponsored by A&M Energy Solutions for a period of 12 months.

The last ALEO East Midlands meeting was held on Wednesday 18 January at The John Godber Centre, Hucknall, Nottinghamshire; the venue and lunch was sponsored by E.ON.

Presentations included:
  • Chair’s Update - Karen Lond
  • Help to heat - presented by Justine Biggs, Jane McLardy and Jonathon Dyson - EON
  • ALEO East Midlands feedback on the recently published Bonfield review; we considered each of the report's recommendations and general comments were also captured: once all feedback has been collated this will be submitted to BEIS before 31 January 2017
  • HECA reporting 2017 - Qaizer Sethi from BEIS started this session with a short presentation followed by questions from LA officers. This was followed by an open discussion.
The meeting was well attended with local authority officers from across the East Midlands.

Our next ALEO East Midlands meeting is planned for 5 or 6 April 2017 - date and venue to beconfirmed.

The next NEA East Midlands Fuel Poverty Forum will be on 9 March 2017 at Ellipse Energy in Leicester.

NEA - FREE TRAINING – Energy Awareness Half Day Course 31 January 2017 in Northampton. This half-day course is running as part of NEA's Warm Minds project which provides free training, energy advice and energy awareness-raising sessions to organisations working with individuals living with mental health issues, dementia and learning disabilities and/or learning difficulties.
Aimed at frontline practitioners and advocates to help them to provide basic energy advice to individuals they support to enable them to manage their energy and bills, access available energy efficiency measures, energy advice and other related utility services.

  • HECA reporting moving forward – Will Field, BEIS – Will confirmed BEIS will be sending out a slightly updated guidance for HECA 2017 reporting and that beyond this the guidance and HECA reporting would be reviewed and updated pending ministerial sign off; Will confirmed that future reports would be looked at by BEIS. Collaborate working between health and local authorities on energy and sustainability
  • Jerome Baddley, Head of Sustainable Development Unit, NHS England and PHE
The meeting was well attended with local authority officers from across the East Midlands.

Attendance is open to all who have an interest in smart grids and smart energy.

SET-UP is an Interreg Europe funded project that aims to improve the implementation of smart energy grids to better manage supply and demand of energy across the European partner regions. Leicester City Council is one of the partners, and our workshop will be focused on the economic case for smart energy grids in the partner regions.

The workshop will feature speakers from across the UK Smart Energy sector, as well as opportunities for discussion and networking with speakers, attendees and our European partners. For full details of all speakers, please see the agenda.

The last EMCAN and AGM meeting was held on Thursday 3rd March at Corby Cube, Corby: Corby Borough Council provided the room and morning refreshments for free. The following were re-elected unopposed: Karen Lond – Chair, Darsh Chauhan – Vice Chair and Treasurer, David Young – Secretariat. Presentations included: Chair's Update, Karen Lond; LGA policy update on energy, fuel poverty and Climate Local, Hillary Tanner; Electric Corby and Northants Warm Homes Partnership, Sara Earl. Following the Executive’s decision to re-brand to ALEO, we discussed the pros and cons of changing our name also. It was agreed we would re-brand as ALEO East Midlands providing that Rob Leeson was able to adjust the logo so that East Midlands was after ALEO and that this was acceptable to the ALEO Executive.

The next ALEO East Midlands meeting will be held in June/July date, time and venue to be confirmed. No sponsorship for this meeting has been secured as yet.

The last NEA East Midlands Fuel Poverty forum was held on 25th February 2016 at Ellipse Energy in Leicester; presentations included: NEA Policy Update that included DECC review on Energy Efficiency policy and update on Warm & Healthy Homes fund.
The next NEA East Midlands Fuel Poverty Forum is expected to take place in June at Ellipse Energy in Leicester.

Details of any current projects:

Leicestershire County Council and Leicester City Council are looking to launch a white label for residents.
Lincolnshire Energy Switch has now saved Lincolnshire residents over £600,000 since the start of the project and are currently signing a new contract to continue for a further two years.
Harborough have launched a project offering energy advice to local residents and have also installed solar panels on their Market Hall.

The National identity of the network has changed to the Association of Local Energy Officers (ALEO), so there will be a discussion around whether the region will rebrand or stay as EM CAN.

The meeting will also include the AGM, so we need as many LA officers to attend as possible to ensure a representative vote.
