Part 5 of the Digital Economy Act 2017 gives government powers to share personal information across organisational boundaries to improve public services. The consultation proposes adding the safeguard tariff for vulnerable consumers at risk of fuel poverty to the list in section 36(3) of the Act, which currently includes measures such as the Warm Home Discount and the Energy Company Obligation scheme.

The deadline to respond to the consultation is 26 February 2018.

The consultation proposes to build on the voluntary reporting approach, established in the second round of reporting, with various organisations from the following sectors identified as eligible to report:
- The transport sector
- The energy sector
- A range of public bodies
- The Digital Communications sector
- The Water Sector
- Financial Regulators
- The Historic Environment sector

Local authorities are included under organisations which are already considering key climate risks, which also includes national park authorities and fire and rescue authorities.

Section 75 of the consultation document states that: "In view of the fact that local councils already have a range of duties and reporting obligations highlighting the important role they play in addressing a range of climate risks we do not see a strong case for additional reporting on adaptation in the next cycle. Hence, we do not propose to include local councils within this strategy, but will consider other means where we can work with councils on their current responsibilities to address ongoing challenges to address climate risks as part of the National Adaptation Programme."

The regulations establish objectives under the public service delivery (PSD) power, including that of alleviating fuel poverty, and enable specified public authorities to share data between themselves for the purposes of alleviating fuel poverty.

The PSD codes of practice provides statutory guidance on the use of the powers in the DEA. Anyone sharing information under the Digital Economy Act 2017 is required to have regard to this Code when doing so.

Responses should be filled in online, using the electronic format provided, by the deadline of 2 November.

The FPNES helps households that are not connected to the gas grid to switch to natural gas. It does so by offering funding towards the cost of connecting to the gas network. Access to gas, a cost-effective fuel for heating, is a good way to ensure fuel poor households can access affordable energy supplies.

Under the heading of The Devolution and Localism Agenda, the report says that "the move by a number of Local Authorities and regions to drive increased building and energy efficiency standards of course offers an opportunity to also engage on the health and wellbeing agenda and aid the gathering of reliable evidence".

Under Development of the Energy Efficiency and Renovation Agenda, the report says:
"Energy Policy is focussed on supply, leaving the energy efficiency of many homes unaddressed and their occupants living in fuel poverty. Where efforts have been made to install energy-saving measures a whole house approach, considering improvements in air quality and ventilation, acoustics, lighting and other elements vital to health and wellbeing has rarely been taken. There is a need to address how the government will meet its commitments under the Paris Climate Agreement and create an ambitious Clean Growth Plan. This plan needs to consider wider health and wellbeing aspects, taking a holistic approach to renovation and not simply focussing on energy efficiency. These policies need to also consider how we can ensure people have a decent roof over their heads, allowing for basic renovation measures where required."

The deadline for submitting responses to Building our Future: Laying the Foundations for Healthy Homes and Buildings is 30th September 2017.

These plans are in response to the recommendations of the Competition and Markets Authority (CMA) published in June 2016, following its two-year investigation into the energy market. (See viewtopic.php?f=86&t=774&p=735&hilit=pre+payment#p735)

Ofgem has opened a new consultation - 'Prepayment meters installed under warrant - statutory consultation' - which includes plans for a £150 cap on charges to customers for installing a pre-payment meter under warrant, as well as a ban on charges for the most vulnerable customers and the option of introducing a safeguard tariff for them. This follows Ofgem's previous consultation on 'Prepayment meters installed under warrant: final proposals' published in September 2016, to which ALEO submitted a response (see viewtopic.php?f=129&t=884).

The consultation also proposes:
- A prohibition on suppliers using warrants in certain exceptional cases, intended to ensure that customers 'do not suffer the trauma of the force-fitting experience, which they might otherwise endure due to their mental capacity and/or psychological state'

- A prohibition on suppliers levying warrant-related costs in certain other cases, intended to protect vulnerable customers and those who are already in severe financial difficulty

- A proportionality principle, to ensure that suppliers take actions and levy charges that are proportionate in all cases where they seek to recover debt from consumers.

- A 'sunset clause' by which prohibitions would cease to apply at the expected end-date for smart meter rollout (31 December 2020), since Ofgem expects the rollout of smart meters to ultimately remove the need for the physical installation of prepayment meters using a warrant to force entry.

Ofgem's deadline for responses to this new consultation is 29 August 2017.

Ofgem has also announced new consumer engagement measures designed to help and encourage customers to switch energy suppliers.

These measures include a “Check Your Energy Deal” trial - an online switching service to help customers who have been on their suppliers’ expensive standard tariff for three years or more to find cheaper offers. The service, to be trialed in Northampton from September, will know the tariff and consumption information of customers who are taking part in the trial, making it easier for them to find a cheaper deal.

In a separate trial, customers will receive a tailored letter from their supplier or from Ofgem telling them about cheaper offers from rival companies.

Ofgem is also proposing to remove a rule in Ofgem's voluntary Confidence Code for comparison website, which requires them to show tariffs that the customer cannot directly switch to, as the CMA found that this rule is making it more difficult for customers to switch.
